Oliver Ross signed a 5 year contract worth $17.5 million to the Cardinals.

With this it's said that the Steelers plan to elevate Max Starks, a third-round draft choice last year, to the starting job at right tackle.

I wasnt able to figure out if this helped there cap situation or not, if any one knows, please fill me in.

first of all that is way too much money for this guy! secondly, it does nothing for the cap, he was officially "off the books" march 2nd. it does mean that the steelers will have to look for some depth at tackle either in free agency or the draft.
