I would say the pick is what matters. Very very very rarely is a pick traded after it's made. I can't recall a time it's happened under normal circumstances.

As previously referenced, the Chargers drafted Eli Manning then traded him to the Giants for the #4 overall (Rivers)+ 4th rounder, + 2005 1st & 6th rounders. It's a way of hedging bets if there are picks in between. If the Raiders (Gallery) or Cardinals (Fitzgerald) had picked Rivers it would have scuttled the deal and the Chargers would have been stuck with an unhappy Eli who didn't want to play for them.

It's conceivable that the Texans could draft Clowney and then flip him to the Giants if Bortles or Johnny slides to #12 which is much more appropriate for their value. If both get taken we just keep Clowney and grab a QB later, but to me, nothing would be a greater failure than the Texans having the opportunity to draft Clowney and not getting AT LEAST 2 first rounders out of him (if we don't want him). Just look at the position the Rams are in right now and imagine us sitting in 2015 with two top 13 picks! Picking any of these QBs because we feel we have to remains repeating our own failed history with the David Carr pick and he was a better prospect than Bortles or Johnny. We could also do the same with Mack although the Jags would make the most sense from a fit department, but I don't see us wanting Clowney in the division.

(Of course the sadist in me would derive great pleasure if we drafted Johnny only to trade him 3 picks later to the Browns for Bortles leaving us with #26 and #33 (Mosely and Nix, perhaps). I would pay good money to watch all the Johnny man crush Ags breaking their TVs in fits of Johnny-esque golf club rage and burning their Texans jerseys forever. I'm still in favor of us waiting until the 3rd for QB, but this would be priceless).

Maybe it could even beat this priceless photo of Eli going to the Chargers as Johnny flashes money fingers to the sky then gets shipped off to obscurity in Cleveland...
