Also important to note that Khan is paying for $20 million of it and the other $43 mill is being picked up by the bed tax on hotels. This means that none of this money could have been used towards schools, roads or anything like that.

What a waste if TP money. I'm sure there are plenty of things they could of fixed in Jacksonville with that money.

This isn't tax payers' money in the normal sense. This is money collected solely off of the cost of hotel and motel tickets, the bed tax, which is basically a tourist tax. As such, this money can only go towards tourist attractions like the stadium. Given that the stadium is, by a significant margin, the largest drawing point for the city, the fact that money is going towards renovation and ultimately bringing in more money is very smart.

Needs to build a runway in the upper levels for the Tebow Plane to take off and land.

The stadium is built (and has to continue to be if they want the Florida/Georgia game to stay) built in a way to expand to 80k+ seats. These improvements are lowering the typical seating capacity in favor of scoreboards, open area and pools. Essentially, they're removing seats equivalent to the number of seats covered by tarps. Will they ever put those seats back for Jaguars games or go higher? Very doubtful, the market just isn't big enough to sustain that size of a stadium. You might see a small increase of 1,000 or so, but until a new stadium is built, I wouldn't expect anything. And even then, not too likely unless we win a few Super Bowls and fan loyalty explodes within the casual fan base.
