I don't think anyone is certain that he's at full health TBH. He'll need to demonstrate that in order to beat out Allen, which I wouldn't mind if he ends up doing, as his talent and size are superior.

That's assuming the appeal process he undoubtedly will go through doesn't drag out like the starcaps situation did a few years back.

Read on PE.com that "all 5 qb" will be taking snaps from the start of camp. Is Vick one of the selected Vets in attendance?

I read that he will be in camp. Him and Foles are both there early as well as Dixon. That rounds out the vet QBs and the rookies should be there.

What were out weaknesses last season?

Inconsistenet Offensive Line Play
Causes:
- Injuries
- Danny Watkins wasn't ready
Fix:
- Draft Lane Johnson
- Jason Peters is back
Potential Issues in 2013:
- Injuries flare back up
- Lane Johnson isn't ready

Awful Secondary Play
Causes:
- Lack of effort? (DRC, Nnamdi Asomugha)
- Lack of skill (Nnamdi Asomugha, Kurt Coleman)
- Soft play
- Injuries (Nate Allen)
- Scheme (Wide-9)
Fix:
- No more DRC and Nnamdi
- New non-soft starting corners (Bradley Fletcher, Cary Williams)
- New safeties added (Pat Chung, Kenny Phillips)
- No more Wide-9 to ask more of the safeties
Potential Issues:
- Injuries (Especially if Kenny Phillips, Nate Allen, and Pat Chung can't stay healthy)
- Fletcher and Williams are question marks
- Kurt Coleman is still on the roster

Inconsistent QB Play
Causes:
- Very poor decision making
- Injuries
- Inconsistent offensive line play
- Predictable playcalling
Fix:
- Draft Matt Barkley
- Fix offensive line issues
- Hire Chip Kelly
Potential Issues:
- Could still be starting an inexperienced/turnover prone QB
- Injuries could be an issue again
- Offensive line could deal with injuries again
- Questions about Chip Kelly and his scheme

Inability to Score in the Redzone
Causes:
- Turnovers
- Poor playcalling
Fix:
- Fire coaching staff
- Hire Chip Kelly
- Sign James Casey
- Draft Zach Ertz
Potential Issues:
- Still yet to be seen if turnover issue can be resolved with personnel
- Questions about Chip Kelly and his scheme
- Still yet to be seen if Ertz and Casey can make a large impact

We went into this offseason with plenty of holes on the roster and with a lot of issues. I think we did a fairly good job of addressing those issues in one offseason. Obviously QB is the big remaining question mark but it will be interesting to see what the players look like in training camp.

I personally can't wait to get a glimpse of the kind of offense and defense we might run. Just to get an idea of this team's identity. Kind of like how in the early 2000s, this teams identity was gritty with a very physical and agressive blitz heavy defense.

But your source seems a little more legitimate since it is directly from the Eagles website.
That article I linked was posted on Friday, so things could have changed since then. If it's true, I think it points out that Vick is clearly feeling the heat for his job.
