Though it hasn't been explicitly said, it's been implied that Rolando inherited bipolar disorder from his mother. I think retirement is bad syntax, rather he is taking a year off to get his house in order, sort of akin to Greg Oden. I think it's highly possibly that he plays for the Ravens in 2014.

While I don't know whether he'll come back or not, it's clear that he needs to get away from football and fix his non-football life, re-evaluate what's important to him, and just overall become more stable.

If he hasn't heavily declined and is healthy, yes. Daryl Smith is a physical Linebacker. He actually seems like a good fit for the Ravens.
