Front Office has put forward genuine effort to extend core players. Latest was OG Kraig Urbik's 4 Years 13.3 million deal on December 16, 2012.

The Fitzpatrick extension (6 Years 59.0 M w/ 24. M Guaranteed) rightfully deserves criticism, but the other extensions were wise and rarely discussed.

RB Fred Jackson 2 Years 8.0 M (3.0 M Guaranteed)
WR Stevie Johnson 5 Years 36.5 M (19.5 M Guaranteed)
TE Scott Chandler 2 Years 5.45 M
OG Kraig Urbik 4 Years 13.3 M (7.0 M Guaranteed)
DT Kyle Williams 6 Years 39.0 M (17.0 M Guaranteed)

Avoided overpaying for Fred Jackson, who deserved a raise and who knew Spiller would be a Star. Reached a mutually beneficial extension with Johnson without Franchise Tag Drama, though awfully similar to Lee Evans' deal. Retained a quality TE at market rate. Injuries will happen, but the Bills locked up one of the leagues most dominant DTs at below market rate.

Under Nix stewardship, the Bills haven't overpaid, avoided paying a premium for being in a small market. Players that detested Buffalo departed, most notably Marshawn Lynch, and the culture of the team has improved.

This offseason, the Bills must make decisions with Corey McIntyre, Tashard Choice, Andy Levitre, Bryan Scott, Leodis MeKelvin & Jairus Byrd.

Corey McIntyre
Useful piece, but team could want more playmaking at the position. Not going to have lots of teams interested.

Tashard Choice: Resigned for 700,000 in 2012
Based on two factors. Chan Gailey coached Choice at Georgia Tech & his Agent also represents Mario Williams. Package deal of sorts for a quality 3rd RB. Interchangeable part that should be allowed to test UFA.

Andy Levitre
Represented by Athletes First's David Dunn- whose clients include Kraig Urbik, Eric Wood, Scott McKillop. Franchise Tag Candidate football wise, but allowing him to land a lucrative OG deal avoids Franchise Tag drama & improves efforts to retain Wood in due time.

Bryan Scott
Quality UFA signed under Perry Fewell has been a versatile player during multiple regimes. Emergence of Nigel Bradham makes resigning less of a priority.

Leodis McKelvin
11th Overall in 2008- A dangerous return man and inconsistent cornerback. Worth making an offer to, but I expect his departure.

Jairus Byrd
Most important piece to the puzzle, and one of the most talented players at his position in the league today. 26 Years Old, Bills have done everything to ensure a strong working relationship with his Agent Eugene Parker. WR James Hardy, OT Jason Peters, DE Alex Carrington. Also has strong relationship with Pittsburgh (Doug Whaley).

Byrd is going to seek top safety money, a position lacking talent in the league today. The mold of the position has changed with new player safety rules, as teams covet rangy cover guys in Byrd's elk. The Franchise Tag is an almost near certainty, the question being does Parker attempt to broker a trade or holdout? Ultimately, what is Byrd worth longterm?

Precedent Transaction Analysis:
2007: Indianapolis Bob Sanders (5 Years 37.5 M w/ 20.0 M Guaranteed)
2008: Minnesota Madieu Williams (6 Years 33.0 M w/ 13.0 M Guranteed)
2010: New York Giants Antrel Rolle (5 Years 37.5 M w/ 15.0 M Guaranteed).
2011: San Diego Eric Weddle (5 Years 40.0 M w/ 19.0 M Guaranteed)
2011: Oakland Michael Huff (4 Years 32.0 M w/ 12.0 M Guaranteed)
2011: Pittsburgh Troy Polamalu (4 Years 36.55 M w/ 10.55 M Guaranteed)
2011: New Orleans: Roman Harper (4 Years 26.0 M w/ 14.5 M Guaranteed)
2012: Oakland Tyvon Branch (4 Years 26.0 M 17.1 M Guaranteed)
2012: Cincinnati Reggie Nelson (4 Years 18.0 M w/ 10.5 M Guaranteed)
2012: Tennessee Michael Griffin (5 Years 35.0 M 15.0 M Guaranteed)

2010: Kansas City Eric Berry (6 Years 57.5 M w/ 34.0 M Guaranteed)

Initially Franchised, Agent Eugene Parker will contend he's the Best Safety in the league today at 26 & is entering his prime. Buffalo must incentivize Byrd- if he were to test UFA he'd land a payday. The Franchise Tag says Not So Fast. Parker will float the Berry deal which was under the confines of the Old CBA. He'll argue that making Byrd the top paid safety in the league is in fact a deal for the Franchise.

The second question is does Byrd want to stay in Buffalo? Would he prefer joining his father in Chicago? Does he have aspirations of playing in a big market? These are the important questions. 5 Years 41.0 M w/ 20.5 M Guaranteed should be the offer. Pay him near elite CB money to be a All Pro Caliber FS.

Takeaway:
Roster has talent. Significant attention in the coach hiring must be paid to Player Development. The young guys have shown flashes, but lack consistency. The Gailey & Wannstedt staff failed in this regard.

Andy Levitre will be tough to see depart. The poison pill Vikings contract to Steve Hutchinson (7 Years 49.0 M) changed the guard position value in free agency. Carl Nicks signed a 5 Year 47.5 M deal last offseason. While LeVitre is not as dominant as Nicks, he's an elite Guard.

Jairus Byrd is a Core Player that must be retained. Many fans want to keep them all which is not feasible. Keep the Ones you Cannot Live Without.

Byrd and Levitre are musts. McKelvin would be a luxury. The others can walk.

You said Byrd would stay in Chicago with his dad but Lovie Smith left and all of the coaches were let go, so the big question is if he wants to play where his dad is maybe he might not have to go anywhere if bills decide to sign Lovie since his staff will more then likely follow
