That's why they were running code 3. Get there ASAP and prevent the loss of life. That's what their general orders tell them to do.
When you get a call for someone brandishing a weapon your thought process is to protect whoever he might be going after. If you have to prevent the loss of another victim's life by taking Belcher's you can't think twice. That's a bit far from saying his life isn't worth saving.
And no... An officer should NEVER proceed code 3 with lights and no sirens. A police officer going through traffic with lights but no sirens is liable for jail time, a pink slip, or suspension if he were to get into an accident. They HAVE to have both on.
They did everything the way they are supposed to.
