Should Howie Roseman have control over personnel (i.e. be the GM) in 2013?

So should he? If not, who?

Positives for Howie

Excellent cap manager/contract negotiator
Seems to have gained more power over the last few years
Signed a contract extension earlier this year

Negatives for Howie

No player evaluation expertise
Very dodgy draft history
Lack of experience
Will he be able to bring in the free agents?
Might be seen as a bit of a punk by other organisations
Will he continue with Reid's mistakes?

He needs quality staff and evaluators.

He should not be evaluating any talent.

He should be fired like the rest.. he's really ONLY done a good job with the cap and almost nothing else.. meanwhile, he's pretty much blown the last two three drafts during what was supposed to be a "win now" team. I also agree that other organizations likely don't like him and/or view him as a punk. I remember a lot of people talking about how teams felt salty at us after we swooped in and grabbed Nnamdi the way we did.

Yeah I like Roseman as part of our front office.
But perhaps GM was a bit more than he could chew (running theme).

'Promote' him to something else. Bring in the guy from New York.

I have never seen those reports, but i have seen is a lot of trading up and down the first two dráfts and less so this year draft
