GM's do outrank HCs.
HCs are usually tied to the GMs, but not the other way around. You can fire Rex without firing Tanny, but not the other way around.
GMs have the ability to hand pick their HC. And they always want their own guys. Why do you think when teams hire a new GM, the HC usually gets shown the door? Just look at the Oakland. Al Davis died, a new GM gets hired, and Hugh Jakcson gets canned.
If you fire the GM, you are basically firing the HC as well. |

I get the feeling that Rex pressured Tannenbaum to select Coples instead of Ingram, to take Wilson in 2010 and some other bonehead moves. Coples may workout here, but he'll always be the wrong pick in my eyes. |
If that's true, then Tanny shouldn't be a GM. As a GM, you outrank a HC. At the end of the day, a GM has to make the decisions, not the HC.

GM doesn't out rank HC. They should be working together to build the team in a common interest. |
Absolutely, but there's a reason why Woody and Tannenbaum sat down to dinner with Ryan before signing him. They work together, but the GM outranks the HC. |
