I think the league just doesn't want to open that can of worms with an opinion of could a guy avoid a hit like that or not... even in cases where it's clear he couldn't.
If they do, then a lot of the deserving fines could become problematic, so they just say... you did it, you pay for it.

Why wouldn't you guys be happy that Brown got fined? If he was a player on my team and did that I'm be embarrassed as hell. I don't mine sack celebrations or even ridiculous TD celebrations, but that's blatant bush league garbage to run backward into the endzone. Can't stand when DeSean Jackson does that crap either. If you make a big catch over the middle when a safety smashes you, then by all means get up and celebrate the first down.
That backwards running just isn't sportsmanship. Would've been hilarious if he fell though and didn't make it to the endzone.

IIR the play right he actually hit him above the knee on the thigh. That wouldn't be illegal.
