There was definitely helmet to helmet contact. But they didnt fine him because probably they thought that he led with his shoulder rather than his helmet. |
They don't care what you lead with.
Where do see the contact. Because I'm looking at the screen caps and I don't see it. Whe you go shoulder to shoulder the heads will be close. That doesnt' mean there was contact. _________________

| ^^ Sure looks like the first 2 are contact. Regardless it was a unnecessary hit and a cheap shot. The play was basically over and DJ was out if the play and not a threat to tackle Foster nor was he trying to. |

There was definitely some helmet contact. Brown's head goes straight through the area that Smith's head was in before he fell over.
But he was leading with this shoulder. _________________

I definitely see contact with the first one. The second one seems close. The gif shows it clearly. _________________
