Has to be. Rainey is a returner, but he's not going to play in front of Jacoby Jones. Anthony Allen is a special teams blocker and tackler. He'll see the field more then Rainey would have. I fully expect Rainey to stick around on the PS though.

Doesn't he have to clear waivers first?

Yes, but only if the team that signs him puts him onto the 53 man roster. By cutting him now the chances of that are greatly reduced, IMO. When he clears waivers he'll have his choice of practice squads and I'm betting he'll want to stay in Baltimore.
