They can't re-sign him for awhile. They have to wait 6 weeks plus however many weeks the injury settlement was |

I think it's more a case of the team:
Liking the depth at DE so Ninkovich can move to LB if needed (i.e. he's the top backup)
Liking Rivera
Not using many 3+ LB packages. If pre-season was an indication (which it might not be), they will run a ton of 4-2-5 formations and so they don't see a huge need for a backup LB. Especially with Tarpinian on the PS in case of injury. |

Maybe coverage or the fact they don't think they will lose Carpenter.
Seems like were cutting tons of vets with the idea of bringing them back.

Barring injury, it would be almost impossible to imagine them both back with Salas around. There's just no way to justify roster spots to gameday inactive WR's if Lloyd, Welker and Hernandez are healthy.
I do hope Gaffney is brought back though. |

Why keep Carpenter over Rivera (if that was, in fact, the calculus)?
Carpenter sucks and has sucked for a number of teams at this point. He's soft and offers very little other than being a formerly hyped prospect living off name recognition.
Is Mike Rivera any good? I don't know. I do know that outside of Cunningham, he's the guy who has gotten the most consistent praise from the coaching staff. I assume he has more upside than Carpenter at this point and perhaps (purely speculating) they feel he's a better backup inside than Carpenter. |

I think it was pretty apparent he wasn't coming back when the team waited an extra day to assign Hightower a number, and then gave him 54. If Waters was coming back, Hightower would be wearing a number in the 90s. |
