I could see the Twins ahead if you want to dream on the potential of Sano & Buxton.
But the Astros, Pirates, & Padres have no argument IMO. They don't have the potential star power of the M's system, or significantly more depth. (if more at all...)

Apparently Bob Nightengale said that the M's new TV deal will be worth around 4 billion. 
For reference, the Angels huge deal was worth 3 billion.
