$2.023 mil is the designated salary for a player tender at a 2nd round level. The higher level of tender the higher the salary. If they gave him an original round tender, they would have had to pay him $1.323 mil with 7th round compensation.

Otherwise, there would be no way he'd make $2 mil annually.
