General Rules And Notes
Please Note that at all times The Forum Rules are in effect and must be followed. Additionally the following rules are in effect for the Footballs Future Mock Draft:
1. No Chatzy, off site forums, chats or communication methods.
Google Documents (Without chats or other communication methods) are allowed for the sake of record keeping and big boards. Please Forward a link to your Google Document to me, Estonianzulu, for review. This rule is not negotiable or up for debate. Any found violation of this rule will result in the following punishments.
| Quote: | 1st Offense- 5 place drop of Current Round draft pick (ie: From pick 20 to pick 25, all other picks move up one spot) and immediate removal of guilty participant from position of authority.
2nd Offense- 10 place drop of Current and Next Round Draft Picks, and removal of guilty participant from FFMD
3rd Offense- Forfeiture of current draft pick, 10 place drop of next two round draft picks, and removal of guilty participants from FFMD. |
Any further violation will invoke the 3rd violation punishment.
A secret thread is an old post in a long forgotten thread which is edited for the sake of private communication. This is not allowed and any violation will result in the following punishments:
| Quote: | 1st Offense- Deletion of post and removal of guilty participant from position.
2nd Offense- place drop of Current Round draft pick and immediate removal of guilty participant from position of authority.
3rd Offense- 10 place drop of Current and Next Round Draft Picks, and removal of guilty participant from FFMD
4th Offense- Forfeiture of current draft pick, 10 place drop of next two round draft picks, and removal of guilty participants from FFMD.
|
3. Google Documents and Codes
Google Documents and Codes are allowed. A link to the Google document must be provided to the FFMD Commissioner (me) to ensure fair play and avoid rule violations. Any member of the staff of a team's FFMD board must be given access to the Google document and any code. Failure to meet these requirements can result in the removal from the team staff.
The objective of FFMD is to have fun and enjoy yourselves. It is not a perfectly realistic off season, it is not a total fantasy world. We are attempting to recreate and have fun. If you are not having fun, tell me, and we will work to make things better. Please remember this in all your interactions in the forum. There are no “winners” in this game, only participants.
Any member who wants to be involved, should be involved. Please avoid excessive use of PM's, this is what we have war rooms for. We all want to enjoy ourselves, so remember when you are interacting with other teams that this is about enjoyment, not profit. _________________

Staff Positions and Appointments
All members of a forum can be a part of the team's decision making process. No one who is a fan of a team should be prevented from participating. The following are considered “official” positions in for the FFMD teams.
General Manager- The primary decision maker and point of contact for the team
Assistant General Manager- The second to the General Manager who will make decisions when the GM is unavailable.
Capologist- This position will be responsible for the tracking, updating and review of the team's running cap space.
Other, Unofficial positions include: Head Coach, Assistant Head Coach, Offensive/Defensive Coordinator, Head Scout, Positional Coaches (QB, RB, DB, etc.) or any other title or job you wish to create.
Fans interested in a position as a General Manager will need to post in the GM Sign up thread. Once all 32 teams have had proposed GM's, the Moderating team will decide (based upon reputation, post frequency and familiarity) who is appointed General Manager for which team. If you feel you have pertinent information for the General Manager selection, please PM me and it will be taken into consideration.
The General Manager will then appoint an AGM and other positions as necessary. Only the GM and AGM can make trades, sign Free Agents or make draft picks. Unless otherwise appointed and approved by the moderating staff, no other staff member may make official decisions. _________________

EFRA Rules
An Exclusive-Rights Free Agent is an NFL player who is not under contract, but has only two years of NFL experience. If your team has an ERFA you may choose to offer these players the minimum contract of $615,000 or opt to release him from the team. At that point the player will become an unrestricted free agent. This period will coincide with the RFA period. You will either offer your ERFA player a contract or release them. Please keep all your ERFA’s in one post so it is easier to follow for everyone involved. There will be no cap penalty for releasing a ERFA if signed to the 615k tender.
Please post only once for all of your ERFA's include both the players you are tendering and the players you are not tendering. You may edit your post freely until the deadline at which point the thread will be locked and all ERFA offers will be made official. Please include ALL ERFA's in your post. Any EFRA not included will be released. _________________

RFA Rules
A Restricted Free Agent is a player whose contract has expired but who can be “tendered” an offer by their previous team. RFA's will be assumed to sign their RFA contracts without hold outs. Tenders for RFA's can be in the following amounts:
| Quote: | 1. $1.26 million or 110% of Salary (Tender based upon drafted round)
2. $1.927 million or 110% of Salary (2nd Round Tender)
3. $2.742 million or 110% of Salary (1st Round Tender) |
Opposing teams then have the opportunity to offer a contract to the RFA. If the player accepts the contract, the player's old team has an opportunity to match the contract. If the contract is matched, the player remains on their previous team for their new contract. If the contract is not matched, the player joins their new team and compensation (see above) is given based upon the tender issued. For the third tender, the team must give up a draft pick equivalent to the round in which a player was drafted (So: if a player was a 3rd round pick, the new team would be forced to give 3rd round pick to sign the player). For 1st Tier Tenders, no pick higher than a 2nd round pick may be given.
Please post all of your RFA tenders (And non tenders) in one post. You may edit your post freely until the deadline at which point the thread will be locked and all RFA offers made official. Please include ALL RFA's in your post, any RFA not included will be released. _________________

Franchise Tag Rules
Any player who does not sign a contract extension may be given a Franchise Tag. A Franchise Tag is automatically accepted by the player and will count against the cap in full. Please see below for Franchise Tag Numbers. During the RFA signing period, all teams will have the opportunity to offer a contract to a Franchise Player. If the contract is accepted, the host team then has the opportunity to either match the contract or receive two first round picks in return and lose the player immediately to the opposing team.
If a team elects not to use a franchise tag, they may use a Transition Tag. The Transition tag works exactly like the Franchise Tag except that there will be no draft compensation if the player is signed by another team.
| Quote: | CB: Franchise: $10.668 Transition: $8.939
DE: Franchise: $10.984 Transition: $8.994
DT: Franchise: $8.306 Transition: $6.919
K/P: Franchise: $2.926 Transition: $2.654
LB: Franchise: $9.455 Transition: $8.216
OL: Franchise: $9.660 Transition: $8.560
QB: Franchise: $14.642 Transition: $12.845
RB: Franchise: $8.079 Transition: $6.851
S: Franchise: $6.798 Transition: $5.899
TE: Franchise: $5.962 Transition: $5.105
WR: Franchise: $10.357 Transition: $8.716 |
The Following Players received Franchise Tags last year and if tagged again will receive the following contracts:

Free Agency Bidding Rules
After re-signing, free agents will be open to receive bids from all interested teams. Free Agent bidding will take place in two parts. The first will be the “Talent Agency” where players are required to submit bids directly, and in secret, to the agents for the free agent in question. Bidding will work in the following manner:
Each Free Agent represented in the talent agency will have a certain contract offer which they are seeking. These contacts have been pre-determined and are based upon similar players in recent years and the contracts they have received.
Teams will submit contract offers in an attempt to match the contract numbers the player is seeking. All contracts within a given percentage of the target contract number will be kept.
All Contract offers should include a “pitch” including any relevant information as to why a player should select a given offer. This can include things such as playing time, play system, coaches, fellow players, etc. The agents will then determine which contract offer wins using both the pitches, and the accuracy of the contract offer.
The percentage of the desired contract you are able to go over or under will be broken down by tier of free agent in the following fashion:
| Quote: | 1st Tier Free Agents: 10%
2nd Tier Free Agents: 15%
3rd Tier Free Agents: 20% |
If no contract offer is within the percentage goal, the general managers will be given the opportunity to resubmit an offer in an attempt to match.
After all 1st, 2nd and 3rd Tier Free Agents have been either signed to contracts or passed up, the Shark Tank will be opened. _________________

Shark Tank Rules
Any free agent not represented in the Talent Agency will be placed in the Shark Tank. These players are available for any team to bid on. The Shark Tank will be broken down into the following positional groups for bidding:
Offensive Backs (QB, RB, FB)
Receivers (WR, TE)
Offensive Line (OT, OG, OC)
Defensive Backs (DB, FS, SS)
Line Backers (OLB, MLB)
Defensive Line (DT, DE)
Contract Information
The initial contract offer must match the minimum contract per year served requirement below. The number on the left is the years of accrued experience in the NFL, the number on the right represents the minimum contract that must be offered for the player's service. These numbers will be listed on the Free Agency database and must match for an offer to be valid.
| Quote: | 0 - $405,000
1 - $480,000
2 - $555,000
3 - $630,000
4-6 - $715,000
7-9 - $840,000
10+ - $940,000 |
Please Note: Only General Managers and AGM's may post bids
Please submit a bid in the following format:
| Quote: | | The Chicago Bears offer $465,000 for QB John Doe |
Any team who wishes to counter that offer may do so by increasing the bid by at least $50,000. Any counter offers should quote the most recent (and only the most recent; please no massive quote trees) bid in the following way:
| Quote: | | Quote: | | The Chicago Bears offer $465,000 for QB John Doe |
The Carolina Panthers offer $565,000 for QB John Doe |
All contract offers are considered per year deals and will count directly against the cap. Any team who fails to properly post their bid, or who does not have cap space available will have their bid disregarded and the next highest bid will be considered the current bid. Any bid which remains current for 12 hours from the post time of the bid will be considered locked and the team which bid will be awarded the player at the contract offered.
No post may be edited. Any edited post will be ignored. If you make a mistake, re-post, do not edit. If you edit more than once on a single player, you will be unable to win that that player.
Once a player has received 8 bids or multiple bids valued at least 50% of the player's positional Franchise Tag Value (below) they will be sent to the talent agency and contract offers as well as bids may then be submitted to the TA representing that position group. After 12 hours, the winner will be announced. _________________

Free Agent Resigning
Teams will have an opportunity to resign one of their unrestricted free agents before they hit the free agency market. Each team will have the opportunity to resign one unrestricted free agent. If they fail to resign or chose to abandon a bid, they may move on to trying another free agent until a single free agent has resigned. Resigning free agents is treated exactly like other UFRA's, in that the interested team must submit a bid and contract to the player. Bids will be highly considered in the initial resigning process. Any free agent not resigned will be sent to the UFRA pool. Teams may continue to bid on free agents once they have been sent to the talent agency like any other available FA.
Resigning free agents must use the same contract rules as other Free Agents.
Contract Restructuring
Up to two contracts may be restructured by submitting a bid and contract to the Talent Agency for your currently signed player. These two resigning will be considered automatically, and will work in the following way: You will convert the player's current salary into a combination of a salary equal to or above the veteran minimum salary and a pro-rated signing bonus over the length of the contract. The difference between the player minimum and the previous salary will be extended equally among the remaining years as a guaranteed salary.
For example:
[quote]
Player A: Salary- $5M, SB- $1M, Future SB- $1M/year for 3 years
Restructured to:
Player A: Salary- $1M (5-1=4- divided over the four years of the contract- SB- $2M, Future SB- $2M/year for 3 years
Extensions
Each team will have the opportunity to extend one player. This will be done in the same fashion as Free Agent offers and will be issued to the Talent Agency representative for that position.
Cut and Resign
Players who are cut due to cap space concerns can be resigned in Free Agency. It is not guaranteed that the players will resign but the potential exist. Long term veterans who have spent their careers on a single team can be convinced to return at a reduced salary. _________________

Trade Rules
Trades are encouraged and desired, they help keep the game fun and active. However, there are some rules we will need to follow in order to avoid too much confusion or conflict. There will be a “trade council”, the job of the trade council is not to determine whether a trade is fair, or even, or 'good' but instead make sure that the trade is made in the spirit of the game.
All trades involving players must be sent through the Trade Council. No trade is official until approved by the Trade Council. Trades involving well known or highly paid players must be discussed in detail with the entire staff. If you want to trade an all-pro QB, you can do this, however it must be discussed among the staff in order to avoid inter-staff conflict.
If there is significant doubt about the discussion, or it appears that the trade was opposed by a large portion of the team's staff, the trade council will put the trade on hold until the following occurs: Either the GM or AGM (or the Trade Council) holds a vote of all listed staff members of a team. If 60% of the staff approves the trade, then the approval will be given.
Trades may either be posted in the trade forum or sent to the Trade Council via PM. Both team's must approve the trade for it to be discussed. Approved trades will be posted in the News and Trade Threads.
Draft Day Trades
During the Draft, trades will be far more common. Therefore the following rules will be in place for the draft. To expedite trades, we will use the NFL Trade Value Chart. Any trade that is within 100 points of equal is automatically accepted. Any trade not within 100 points must be reviewed by the trade council.
If a player is used in a draft day trade, their value (listed in the team's FFMD HQ) can be used in lieu of a draft pick, but it most also follow the 100 point rule.
Trade Format
Trade should be formatted in the following way when either posted in the trade thread or sent via PM.
| Quote: | | The Houston Texans Trade QB John Doe, and 3rd round Pick #1 (Value=265) to the Baltimore Ravens for HB Jane Doe and 4th Round Pick #2 (Value=108) |
Draft Pick value and number Must be included for the trade to be accepted
Future Picks
Only 2014 Draft picks may be traded. No team may trade more than 2 future draft picks. Future picks will be valued at the last pick of the round after the original pick.
Example: A 2014 1st round pick will be valued as the final pick of the 2nd round, the 64th pick of the draft, or 270 points.
A 2014 5th round pick will be valued as the final pick in the 6th round, the 192nd pick of the draft, or 14.6 points. _________________

FFMD Staff
CWood21- League Commissioner. Please PM me with any general questions not involving any of the mods below. If there is ever a serious complaint, rules violation or conflict, please bring them to my attention immediately. CWood21 will be the ultimate arbiter on on all punishments or conflicts which arise.
CWood21- Draft Moderator. Cwood21 will be running the draft , please direct any Draft Related questions or concerns to him.
TheVillain112- Free Agent Moderator. Chipperboy1 will be running the free agency, please direct any Free Agent related questions or concerns to him.
tylerdouglass- Trade Moderator. tylerdouglass will be running trades, please direct any trade related questions or concerns to him.
scar988- Capologist. scar988 will be in charge of the cap, updating cap numbers and ensuring accuracy in restructuring.
The FFMD is run by Mods, however this year we are asking for your help. We are asking for volunteers to serve as liaisons between the Moderators and the FFMD staff. We are asking for 8 volunteers, one from each division. These volunteers will not be the GM, AGM or Capologist of the a team.
The responsibilities of the liaisons will be two fold:
1st- They will serve as a way point for communication between the staff and the players. There are times when a player may feel that a mod has made a decision that is unfair or missed something important, we want to know. But, we know that this can be a difficult topic to bring up so the liaison can serve as a point of contact for your concerns.
2nd- They will serve as a form of disciplinary hearing board. If there is a reported rule violation, the 8 volunteers will advise the moderating staff as to whether the violation qualifies for the punishments listed above. If a member of the liaison team is from the team under review the member should recuse themselves from the discussion of the infraction. Additionally, if a punishment is issued and the receiving war room feels it was unwarranted, the liaisons will be able to take their complaints and propose to the moderating staff a reviewed punishment.
FFMD '13 Division Liaisons
AFC North- iPwn

AFC South- marshawn lynch
AFC West- Runaway Jim

Roster, Cuts, Cap
The FFMD '13 Roster can be found here:
FFMD '13 ROSTERS
GM's may use this link to try edits and changes to your team's roster
To determine the gross loss to your cap from a trade or cut by viewing the "Cut Cap Hit" column. The net loss can be determined by subtracting the "Cut Cap Hit" from the "Cap Hit".
For example:
If Player A has a Cut Cap Hit of $5,000,000, and a Cap Hit of $7,000,000, the team would save a total of $2,000,000 off the cap.
If Player B has a Cut Cap Hit of $7,000,000 and a Cap Hit of $5,000,000, the team would lose a total of $2,000,000 off the cap.
Cap Space Deadline
You must be under the cap by the end of the tender/tag period. That gives you until February 8th, 10:00 AM to complete your cuts Please make sure that all cuts occur prior to this point.
Failure to do so will prevent you from signing any free agents or submitting any bids until you are under the cap. Any free agent targeted by bid by an over-the-cap team will be thrown out and that free agent will not sign even when the team is under the cap. _________________
