It has become increasingly obvious that the "salary cap" is a bit like the Pirate Code of Honor from Pirates of the Caribbean. It's more like a guideline. I have no idea how he does it, but Rick Smith consistently and brilliantly manipulates the cap to keep us (ostensibly) in compliance with league rules.
