After the final cutdown to 53, not including multiple players on IR, PUP and NFI the Colts 53 man roster includes only 23 holdovers from 2011/the Bill Polian era. Of the 68 players under contract (including 7 on the Practice Squad) the hold over only increases to 26.

I could be wrong but I thought Shipley was signed to a future contract at the end of last season before the front office shake up.
